If the latter then that seems to be consistent with the rules I experienced that only duty free purchased airside at that China airport may be brought on board - no alcohol to pass through security.

Didn't pay attention at check-in but the security people stopped me with a cry of 'not permitted'. Went back to CX check-in and they have 2-bottle wine carriers - the wine survived 4 more sectors in that packaging which was a pleasant surprise. Beijing is making huge efforts to smarten up its image and while they were unable to explain the intricacies of the policy I did get a smile and a 'thank you for your cooperation' out of the lady who stopped me.
