Who pays for Amex statement credits?

Does the merchant have any role in agreeing to have Amex offer these and do they pay anything or enter into any other kind of agreement to get the advertising/publicity from these offers?
 
Very good question. I assume AMEX offers the credits to merchants to encourage AMEX card acceptance?
 
Nope, the merchant pays.

I don't know if AMEX in the early days chipped in to help drive.
 
In most cases, the merchant pays (but how say Harvey Norman passes that back to the franchisees is a mystery)

SOmetimes (e.g. Shop Small) Amex Pays, and sometimes there are joint promotions.

HN run a rebate scheme to suppliers so such discounts are deducted from the monthly rebate I suggest.
