What's your Uber experience?

The driver can do this in their app and if they have the ability to add way points to it as well (which I’m unsure of); then things start to become clearer.
Ive checked with a friend who has a brother who is an Uber driver

I can confirm:
Drivers not able to edit fares, add tolls, edit invoices, edit route taken after the trip has finished.
They can't edit the Uber recommended routes but they can change the destination in the app.
Bear in mind though that an Uber suggested route may actually not be the best route.

Sometimes the simplest answer is the best one. Here is my take:
I think the driver decided to take a longer route down M2 and M1 through Southbank instead of turning off onto Flemington road. It is a 6.3km difference when I checked on Google maps. It may be simply that he thought that the tollways would get you there quicker. When I checked Google maps, there was no difference in time but its Saturday 1730hrs traffic instead of your situation - it was all blue line google maps indicating no congestion.
If he changed the address, perhaps the reason would be to get the actual street address rather than the name of the hotel.

I think the only issue is the extra tolls - again, my info is that drivers are not able to unilaterally add tolls
As per other comments , it appears Uber mistakenly added incremental tolls along CityLink when only the $6.60 and 4.13 are valid. - as though you entered and exited Citylink at those increments along Citylink. I think that is a Uber app issue. So from a toll perspective you were overcharged $18.16

A good driver would ask you whether you want to take a longer tollway route or a shorter non tollway route where there might be a possible time saving. But then, would you know the answer?.

Does google maps "timeline" do that?
It’s a good idea - though looking at this just now, it doesn’t seem to capture movements all the time (which is probably a good thing); just when stopped at a place for a period of time. It doesn’t even show me as having been at MEL airport, just at SYD and then the Sofitel directly 😆 The rest is a few locations at the eastern end of the city as we walked to and visited the museum and back that day.

You can think what you like - we didn’t go that way
 
Of course, you mentioned some sighting that suggest non toll road?
I don’t know where the various toll points are, but I’ve been to Melbourne enough to know which part of the city I was in, and which approach to the start of Collins St we took after passing the markets, Carlton Gardens and parliament. We’ll just need to agree to disagree on this one. I’ve got my money back from uber for the failed technology or falsifying actions (whichever it was), and i have the drivers registration saved for canceling any trip where we might be matched on the next visit.

This is almost certainly a malfunction with the uber platform which has resulted in additional tolls being added on. Very confident that it has nothing to do with the driver.
