What's going on with MNL?

I'm trying to organize flights from DXB to POM, with Tripadvisor, around the 28th. The flights transit through MNL, and Tripadvisor is willing to book my flights. In addition, Qatar Airways is also selling tickets that transit through MNL?

However, I believe that MNL does not allow transit at this time?

Can anyone help clarify the situation?

Yes it seems no transit is allowed. I am guessing although some airlines and websites will happily sell you a ticket it is up to you to confirm that you have permission to travel on the itinerary.
