Hmmm ... that was a "Final Report".I wouldn't say nothing is happening. Consultants are still being paid good money to investigate this.

First recommendations are:
To summarise: Read the report, File it and busdget some more so we can keep researching.

- The Australian and New Zealand Governments should continue exploring and implementing cost-effective measures to complete the move to a ‘domestic-like experience’ model for trans-Tasman travel as a potential interim step towards a common border;
- The Tourism Access Working Group should consider further work to develop a full business case for the common border model, ...

I will stand by my previous posts on this topic, the Federal government is not going to give up the massive revenue from passengers departing Oz to NZ.
