Could the function of the tag also serve to indicate you might be entitled to more generous domestic baggage limits?
(presuming your international leg has more generous limits than the domestic leg)

Melbourne do not have these tags. Although you may get an 'international connection' tag.

I've definitely received one in MEL before (admittedly a few years ago now), I received one in CNS just last week when connecting through SYD to AKL.
