Has it been around for a while and I've not noticed, or is the capacity to 'vote' for a post in some threads new? What's its purpose, please?

In question threads you can vote up and down answers to the question. The OP can at some point choose a best answer, which will then display underneath the OP post on multi-page threads. This has been a feature since late last year.
