Yes that’s unfortunately how it works. Assuming there are still plenty of X seats left, one strategy could be to wait until 25 hours prior to take off and if the upgrade hasn’t gone through then use the X voucher. You can’t use the vouchers <24 hours before take off. And you still might get the upgrade, so not a perfect strategyI have a couple of Economy X vouchers I was hoping to redeem, however I also have an UpgradeMe bid submitted for the same reservation. I was told on the phone that if the Economy X voucher is redeemed, and then the UpgradeMe bid is accepted, then the Economy X voucher is forfeited. Seems counter intuitive given that Economy X cash fees are refunded in the same scenario. Anyone have any experience with this, and if this is correct? Thanks in advance!

Yes their suggestions or "you have been outbid" relate to the highest bidder irrespective of the number of seats available. Bit deceptive imo.
