No Way!! Damn, no one picked that up! Thanks! there is no way in hell I'm flying them then now.

When trying to book on Qantas website, there is a flight that Qantas is selling seats in Economy but when you click business, it says "We are unable to find recommendations from the airlines we search. (#7190)"
Even when I click flexible dates, so I don't think it is just that particular flight.

But yet, when I search for one way Ho Chi Minh - Syd, it does come up with a Qantas code share flight
Same with expedia.com.au - it shows the return flight having QF code share but the flight from Syd-HoChiMinh is Vietnam airlines only

Does this mean Qantas still don't see J class on VN flights there but they do on the way back?

It seems QF code share with Vietnam airlines, so on a QF flight numbered flight SC's and points would be fine, but Vietnam is not a "partner airline" so a Vietnam airlines flight without a QF code share gets nothing.
It seems though that you cannot buy business class tickets on the QF website from Syd or Mel to Ho Chi Minh city.
I wonder why that would be?

This does seem odd and I have not noticed it before. The Qantas website now seems to offer many more indirect QF flight options (via SIN, BKK or HKG) than direct code share flights with VN for a Y fare. Earlier in 2014 most of the options were with VN, and most were code shares. The cheapest flight option for April 2015 is QF to HKG and then CX to SGN, which previously was more expensive than via SIN or BKK.

Maybe this is part of the plan to get more pax on QF metal rather than other airlines?

last I looked at VN about 3 months back they were selling business class return to Europe ex-MEL for $4-4.5K, and that was not a promo. No flatbed, plus transit time in Viet-Nam (or internal flight), but still, hardly more expensive than premium eco. I can see how QF would not want to give full SC credit for that cheap ...

edit: they still do, checked a MEL-CDG return in Jan was around $4.2K business saver (vs. $3.2K Eco Flex).
