I cannot easily find a post on AFF about this.

How long before departure from another State should you apply for the Victorian Travel Permit?

 
I applied for mine on Tuesday last week for entry on Saturday (for the ANZAC Day long weekend). I overheard the lady in my row asking the cabin crew about it after a general announcement on border restrictions and she was told that she can even apply when we landed in MEL. I was surprised there were no checks on arrival unlike what I've experienced in SA/TAS/WA...

We applied 30 minutes before boarding our PER-MEL flight.Acceptance was almost immediate.
Then of course no one to look at it as we transitted MEL.
but the Victorian DOH did contact me as I had been in WA after April 17.

On my flight (SYD-MEL) they were checking permits at the airbridge on arrival and presumably those without were required to apply on the spot.
Another data point - while waiting to board my return flight from MEL, I overheard one of them telling a team member to head to another gate to meet the next flight (which turned out to be arriving from BNK)... So it looks like they may be targeting NSW in particular?
 
Does anyone know if I need one transiting Melbourne airport on the way to Tassie. I'd best go and check what I need to do for Tasmania as well

I'd also like to know as I'm transiting in MEL next month and will only remain in the airport for a few hours...

FWIW my transit at MEL was only 80 minutes.

I applied for one for my trip to ADL xMEL this weekend. There is no specific category for transit if you are coming from a Green Zone but there is a transit category if you are coming from an orange or red zone. I also needed to get a separate permit for my trip over to ADL, and one for my return trip, also via MEL, the next day as they ask for your trip origin and destination.

A bit confusing; there is the on-line form Tas e-Travel, and the G2G app. if you've only been in 'low risk' areas for the prior 2 weeks, then use the Tas e-Travel online form Coming to Tasmania | Tas e-Travel . You can only apply 72 hrs prior to travel.

Our transit turned out to be 30 minutes.MEL-BNE was on the same plane as our PER-MEL flight.We were told we needed it.
And Tassie still requires a pass.
 
I did mine a few days ago for my booking at the end of May. I'm transiting and then arriving MEL on the same day, but one permit should be enough.

Was approved immediately (but of course, if circumstances change, it may have to be revisited).

I could not see anything specific about SA residents. I just filled out the SAPOL form last week and it was instantly approved. I was flying back today and some time today I received an email from SAPOL with a link that you click on arrival or another that you click on if you are no longer visiting. On arriving there was some chap asking if you had been in WA or overseas to see him, I suspect that if you had been in WA or overseas and not fessed up they may be none the wiser. As you go through the terminal you just check in via QR code similar to entering Woolworths, Bunnings, etc but even this was not been enforced.

I also applied for a Victoria travel permit today for an upcoming transit through MEL. Unless I was doing something wrong, it seemed a bit strange that I had to enter details of a “primary contact” in Victoria, street address of where I’ll be going, etc. It’s a lot of work for a ~2 hour transit where I won’t leave the airport.

Hmmm .. for those fields, I entered the address at my final destination (Holiday Inn, Adelaide in this case) and it went through OK.
 
We didn’t do one for a recent trip to HBA that had a 1hr transit in MEL. No one checked.

Thursday night heading to MEL I did one in the ADL VA lounge just prior to boarding and it was approved instantly. Again no one checked on arrival in MEL.

Monday night we returned to ADL and filled one out before departing MEL and again approved instantly but no checked in ADL.
For about the last week or so when arriving back in ADL I’ve only had to scan a QR code once exiting the gate
