Apparently...
I know this gets discussed with some regularity on airline forums, but it'll be interesting to see how it pans out regardless. To be honest, it's not exactly a new concept. Airlines which operate small 8-12 seaters have been doing this for years in some parts of the world. Be interesting to see how it gets managed.
I'm smaller, and I admit it kind of grates on my nerves a bit sometimes when I have to pay excess baggage charges when there's some on the plane who weigh easily 4 times what I weigh. That being said, I don't know why some are overweight - could be lifestyle, could be medical. If it is in fact medical, then would there be grounds for someone suing the airline for discrimination? There are some parts of the world where obesity is legally classified as a disease, and as such would be protected under anti-discrimination laws.
Uzbekistan Airlines might not be a major player, but I'm interested to see how it goes regardless.
