Using multiple Travel Passes + Flight Credits?

I'm trying to pay for a Business flight from MEL-LHR using 3 x Travel Passes + 2 x Flight Credits. The agent in South Africa was reasonably helpful initially but then told me I could only use 2 of the required 5 passes/credits, and I would need to pay the rest of the fare via credit card. She then said she would contact her 'Support Team' to see if they could help, and that she would call me back (of course she didn't.....).

This seems pretty unfair, does anyone know what the actual policy / rule is? On this thread it says up to 4 credits can be used, but can't find that anywhere on Qantas website: Using multiple credit vouchers for one flight plus cash.

By way of update I've now tried calling again several times and been told different info each time - variously, that I can only use 1 TP + 1 FC on a booking, that I can't use TPs and FCs on the same booking, and that I can't use my FCs to pay for a flight in someone else's name...... Also been cut off a couple of times and promised another call back which amazingly has not materialised so far.

I believe this is true in all cases with flight credit (unless you were due a refund of course), regardless of if the credit was issued before or after 30 Sept 2021.
