Upgrading to Cathay Pacific Premium Economy

I am flying Economy with Cathay Pacific from Melbourne to Hong Kong (CX0104) on 13/9/16 and then on to Vancouver (CX0888) on 14/9/16. I would like to upgrade to Premium Economy preferably only on the Hong Kong to Vancouver leg, but am told by my Travel Agent that it is only possible to upgrade both segments and that the cost would be in excess of $2300. This sounds very excessive and is more than I can really afford. Is there any way that I can have this upgrade at a more reasonable cost? Is it perhaps possible to be put on a 'waitlist', if so how? I do not have Air Asia points, only just over 12000 Qantas frequent flyer points. Any advice would be greatly appreciated.
 
To the OP: you cannot use points from a different OneWorld airline to do a points upgrade. Your Qantas points are unfortunately useless here. Besides, 12,000 wouldn't be enough anyway.

You could look into using Asia Miles but I'm not sure if you can buy them outright.

Yes you are stuck in Y if you don't have access to Asia Miles points... PEY has better fares outside of Australia (at least compared with the normal Y fares) (eg exCanada)

There are exceptions to the partner upgrade rules if you have Asia Miles. A round trip BA flight is upgradeable to PEY from Y B or H class with Asia Miles. Upgrading of round trip AA flights is also possible in the same fare classes but it is unclear if it is domestic or international...
