Upgrading Economy to Prem. Economy

I recently booked a return flight from Brisbane to Seattle via Singapore in Economy class. I know that Prem Economy isn't available on the BNE to SIN route but I believe that it is from SIN to SEA. Online I was only offeref to upgrade using Krisflyer points so I called SIA reservations to be told that as Premium Economy wassn't available on the first leg of the journey, I couldn't upgrade.

That really doesn't make sense as I know someone who recently flew to Sth Africa with SIA and only upgraded the SIN to CPT leg.
Does anyone have any thoughts on this?
 
Thanks. In fact I wasn't going to and was opting to stay 3 nights in Singapore each way instead. For 2 people (& perhaps even for one) it's a cheaper option.
 
I'm looking to book SYD - CPT / JNB. Is it possible to only upgrade certain legs of the trip?
Does it make a difference if I book the legs 'seperately' on the same ticket ie: SYD - SIN and then SIN - JNB (perhaps even a day or 2 later)?

Do not book separate legs when you can book the whole trip on one PNR.
Once there are separate legs you lose connection protection.

E.g. the SYD-SIN leg arrives after the SIN-JNB leg has departed. If on one PNR then you'll be put on another flight. But if your trip ostensibly starts in SIN to get to JNB and you miss it, then; so sad too bad. You've missed your flight. Please buy a new ticket.

Thanks, but thats what I'm saying, I'll book all the legs on the same reservation / PNR.
But instead of SYD - JNB (via SIN), it will be SYD - SIN then SIN - JNB. This gives the same protection for delays, but I'm wondering if that helps with the flight segments being treated seperately for upgrade purposes?
