The seat belt sign would have been on, so why weren't their seat belts?

At 2000 feet, I can't imagine why anyone wouldn't have their seat belts on. Assuming nothing went wrong with procedures, etc, these morons should be made to pick up their own medical bills plus compensation to the airline if any extra expenses were incurred due to their injuries. However, with the trend of legal proceedings in this country, I can imagine the airline being sued, with the ultimate blame being placed on the FAs for not ensuring that all PAX have their seat belts on.
