I have a Citi Premier Card. The travel insurance policy says it applies when
"charging the cost of the overseas travel ticket to the account holder’s card account". Would this apply if I purchased the ticket using Paypal (using the Citi card in Paypal). (Qatar has discounts if using Paypal).

Some banks specifically exclude payments to Paypal and from memory that included NAB who now owns Citi.
If i was you, i wouldnt faff around with the eligibility requirements and pay with the card directly. There is too much to risk - you could lose hundreds of thousands.

If the Qatar discounts are significant, then just pay for the travel insurance.

You could ask Citi, but they would likely just refer you to the T&C.

In these scenarios, its handy to have other creditcards that have different qualifying criteria so you have a choice. i have 3 or 4, sometimes i try to qualify for 2 or more covers.
