Yes, my wife and I flew SIN-HAN-SIN last month on a $9.98 + taxes & charges fare (A$89.55 all in for a return trip). We got exit row seats on both flights, but the pitch on the other seats looked pretty tight. To get the exit rows we just joined the queue as soon as it started to form - there were plenty of people in front of us but most go for the front of the aircraft rather than exit rows. Priority boarding is giving to families so if you have a child or can borrow someone else's then you should have no trouble getting a decent seat.
Food and drinks are available for purchase and the prices seemed reasonable. There's not much in the way of service and no in flight entertainment, but that's not surprising for the price. The seatbelt sign was left switched on for long periods for no apparent reason, and after a while was ignored by both passengers and crew. Baggage allowance is 15kg, we were slightly over on our return flight but they didn't mention it. Since we flew, Tiger have moved to the budget terminal at SIN which I'm sure is far less interesting than the main terminal.
Given the rediculously low price, I would fly with them again.
