SYD International - Observation Deck

Last time in Sydney (February 2015), the Observation Deck at the International Terminal was closed.... Does anyone know if it has reopened? Syd Airport website has nothing on it...

To our disappointment it was closed when we travelled at the end of March.

To our disappointment it was closed when we travelled at the end of March.

When they closed it there was a notice about building work, but each time I look nothing seems to have happened. Not sure what there intentions are. You can get out to the open deck through the bar below (not much of a view), but not up to the higher level.
