I think it's this entry which is the issue:

I had to "move" when mine was identified by C1 as such. My new one is fine though they insist on US government issued ID before they will issue me a card. They even went so far as to approve me then deny me when I couldn't provide this item. My AU passport just wouldn't do.

I suggest as a fair port of call to "move".

Others may have different approaches which might work better.

I was away for a while, is there something happening TO Las Vegas Address? Amex told me it is flagged as USPS Address hence he could not use that address to send me the card. Been trying different without APT and PMB , not successful

It changed a few months ago. Basically means it’s time to move at least your residential address.
