Strange application of extra leg room charge on QF domestic

Not sure if this belongs in the QF IT gripes thread (like most things)

Booked some flights for 2pax in October next year. I am QF WP and these were booked as Classic Reward economy tickets.

CBR - MCY on QF1766 (717) - No charge to select exit row - extra legroom seats

MCY - MEL on QF919 (737) - No charge to select exit row - extra legroom seats
MEL - CBR on QF1528 (717) - $15 per person to select exit row.

Seems like an inconsistent approach for extra leg room seast. Are there any extra rules/tickets for sectors where they are free vs when they are selected at a cost?

I have BME - PER booked as a classic reward. QF wants to charge me $15 to select exit row seats. Flight is operated by QantasLink - is this the likely reason, or just an IT glitch?
 
I think serfty has the best answer so far. Only common factor in my case is MCY.

Flight up in Qlink with no fee. Flight back is mainline with no fee
