State border restrictions on transit for international departures

Are we allowed to transit COVID zero fiefdoms when departing on International flights?

Based in CBR, I know that I can drive to SYD without issues, if going straight to the airport.

But is something like CBR-(BNE or MEL)-International allowed? Do I need to apply for permission from the respective overlords to enter their colonies.
 
If a state isn't open to interstate visitors, they're probably not open to international ones either.
