Some countries do chase (NZ for example)
And will follow up with phone calls if you don't pay.

They probably need the money. I guess SA does as well.

There probably isn't much you can do to check. If you think you were in the area, as you do, then maybe just pay up.

I have known someone in Ireland to get an Australian fine!

I’ve copped the admin fee from rental car companies in various places for passing on my name and address for parking infringements. There’s no evidence that they pass on your passport details. These requests are almost certainly a PITA for the rental companies and my guess is they do the bare minimum to comply in just informing who the driver of the car was.

It's expensive for companies in Victoria - if they can't nominate the driver, the speeding fine is over $3,000.
 
It has happened to me twice.

First time was well over 20 years ago and I was visiting Australia on business - Vic Roads sent the fine to my UK home.

Second time was a couple of years ago in the UK and I didn't receive the fine.

In the latter case Avis did charge me an admin fee.

Mainly to ensure someone gets the points. For a few years people who had cars registered under company were simply declaring they didn't know who was driving and paid fine.

On NZ story was from a former colleague.
After ignoring letters, they tracked him down via work phone.
Basically said if you didn't pay on the spot the fine would be attached to immigratikn record, and next time you came to NZ you might be in for a bigger surprise.

Funny thing is even with the $3000 fines. I know of an owner of the company paying the $3000 twice and they eventually told him he can't just pay for it. He has to nominate a driver in the future.
 
Italy definitely sends the fine.....
So does Germany. I received 3 letters from the car hire company advising me of speeding fines and their fees for the advice. Some time later I received what i believe were the fines totally in german. The only thing i could recognise was my name, address and a euro fee at the bottom. I think it was about 30 euros each.
