Current affair or one of the other quality investigative news shows did a piece three years ago about people with the same name.

They claimed that 3 Australian's had someone with the same name, date of birth and birth place.

A Perth man couldn't understand why he could get a loan and on further investigation they found a person in jail in QLD for fraud with the same details.

True or cough..no ideas
Given the credit bureaus use address/previous address and if necessary employer to identify people (in addition to name, DOB) I'm leaning towards cough. Having said that identity fraud does of course happen, my feeling is you would however know if someone was stealing your mail and/or using your mail box to receive letters.
