We made use of this yesterday and it does work well - for perfumes and alcohol. The airport has information brouchures and signs up, and the retailers are all asking if you are going to Australia.
However, I really wonder if the security is as bad as it seems - We picked up our alcohol off the shelf and carried it to the checkout after walking around with it for a while. That bottle was then placed in the sealed bag for us. While I didn't check, i'm assuming that the same bottle that went into the bag stayed in there and hence there's the possibility that someone could substitute their own bottle of illegal stuff before purchase. The same thing happened with the purfume.
That said, it was nice to not have to carry 4 litres of alcohol around the airport - even if they get rid of the rules, they can keep the nice gate delivery service.
