Silver HH = "Room only upgrades"?

I am a Silver HHonors member and am wondering how common "room only upgrades" (aka no lounge access) are?

I had a complimentary upgrade (due to a previous bad experience) and used that to be upgraded to the Hilton on the Park Relaxation Suite. I mistakingly assumed I'd have lounge access during my stay, but as soon as I sat down in the lounge, I had to leave due to having a "room only upgrade". (how embarrassing!)

And just last night, upon getting upgraded to an executive room (late checkin), I was informed that I had another "room only upgrade", and couldn't use the lounge.

Is this common? I find it a bit of a let down; I am on my way to getting Gold and it makes me feel like Hilton are just being cheap. No real perks other than a few free bottles of water and complimentary checkout to 12pm at the latest (well, SOMETIMES 1pm).

This sounds quite normal to me.

People without status have to specifically book (and pay for) lounge access. It is not part of a package. ie lounge access and room upgrades do not go hand in hand unless you have status.
 
How far are you from making Gold? Unfortunately with Silver the benefits you've been given (water etc) are the norm and the fact you've been given a room upgrade is extremely lucky for Silver status

Thanks guys. I ended up reading the T&Cs and saw that only Golds get to retain the full room privileges. The only reason I was slightly annoyed was because I was given an upgrade voucher due to a bad experience and felt it was poor to have it as a "room only upgrade". I am new to the hotel status thing, so still have to get my head around some things I guess.

I am 8 stays in for 2013. Still have a bit to go, but hoping to get Gold by the end of the year.
