Looks like the best redemption choice is one hour lounge usage at Plaza Premium Lounge.
No mention of showers, perhaps they've been deliberately omitted?

Notable T&C:
- Receive a Changi Recommends Voucher worth S$20 when you transit through Singapore Changi Airport on Jetstar* on a return journey.
- Passengers must be on transit in Changi Airport on both legs of their journey, which means that Singapore is neither the point of origin nor the end destination. A passenger is only eligible if at least one of the two transit durations is less than 24 hours after arriving in Changi Airport. This is calculated from the Scheduled Time of Arrival (STA) of the arriving flight to Changi Airport to the Scheduled Time of Departure (STD) of the connecting departure flight out of Changi Airport.
- All eligible travel must be issued within one flight itinerary.
- Passengers’ flight itineraries must be issued on Jetstar or by authorised travel agencies/online travel portals. Passengers must travel on flights operated by Jetstar (Includes Jetstar Asia, Jetstar Airways and Jetstar Pacific) both in and out of Changi Airport.
- The Changi Recommends Voucher can only be claimed once, on either leg of the passenger’s transit through Singapore Changi Airport.
- The campaign is effective for transit (through Singapore) passengers with flight itineraries booked between 8 June 2018 and 28 February 2019, both dates inclusive, and whose departure date from point of origin is between 8 June 2018 and 31 March 2019, both dates inclusive.
