Seeking amendments to Hertz AU T&C?

Have you possibly succeeded in getting any amendments done to the Hertz Australia standard rental terms?

I've recently tried two separate ones, both denied.
1) Adding my child to a rental agreement. They are just shy of the required 21-year age and have P2 plates. Emailed the details to Hertz customer service, requesting he'd be added to my existing booking and Hertz said 'no can do'.
2) Sought an exemption to the 'drive a standard passenger vehicle on paved roads only' condition. AVIS allows you to drive on unpaved roads which is handy when I want to visit national park lookouts, etc. I penned a thorough email specifying what amendment exactly I'm seeking and why (allow public, regularly maintained unpaved roads) and acknowledging their 'no driving through potholes or water' and undercarriage damage conditions. The system said no, again.

I was hoping that years clean rental record with them and Gold Rewards Five Star status might help them to assess the risk level caused by me. Whether they even checked it or not, I have no idea of.

Have you been successful in adding a young driver on your rental? How did you do that? How about any other amendments? Or similar in any other of the major rental companies (my regular ones are Hertz, AVIS and SIXT)?

A little update. Essentially, "the system says no".

Tried adding the under-21 driver at the counter when picking up a car and the agent would have been happy to add them. But then the agent ran into difficulties in getting the addition to stick and it turned out that the system automatically rejected the driver because of the age. So, even if the outlet itself would have been happy, the system appears to be configured to automatically say 'no' to it.

Well, thems are the rules with them...
