I'm pretty sure this is new, as seat selection fees used to be non-refundable if a points upgrade cleared.
However the seat selection T&Cs now explicitly say the fee will be refunded if you upgrade to a seat in a higher cabin (unless it's an op-up).
Maybe a change to coincide with the launch of Y+ ? It's always put me off the idea of paying for an exit row as a "backup" in case an upgrade didn't come through.
