I would point out to Scoot that this was an involuntary refund - using those exact same words. Same as not providing flight, which is definitely entitled to a refund to the credit card which you paid on. This is distinct from the compassionate vouchers which relate to “extreme and tragic circumstances” which are addressed in their T&C.
 
Could you just initiate a credit card reversal for the refund component of the ticket?

exactly why issuing a voucher feels so... unfair

in any case, i've had a call back from scoot telling me that they will a true refund to my card within a 2 week period. i triple checked that it was an actual refund (not what scoot call a "refund") and i was assured numerous times it was so

i also requested an email confirmation, which also apparently takes almost a week to come through. which is ridiculous, but there you go

we'll see how this turns out

Good to see they are across Aussie law. I suspect their call centre staff are only familiar with the rigid ‘no refund policy’ as applies to singapore and asia tickets.
 
update: i finally got the actual refund returned to my credit card. though i had to chase and chase and chase, with different call agents promising different things and somehow that promise being forgotten with each new call agent acting like there were no records. each new agent tried to revert back to giving me a soon to expire coupon.

2 months later...it's finally come through. the only good thing about scoot call centres is that you can request a continuity of agent, so after my frustration hit boiling point i made sure to ask for the same person each time i called and they did actually put me through.

once a call agent would agree to a true refund, i would request it in writing via email (which they would also promise that day and never send). i did finally get the email and the refund in the same week.

you just need to be persistent, because they will let it go if you let them.
