Does the random aspect apply to the country code as well, or is that part mostly reliable?

While I'm not expert on the topic of configuration of auto-dialling systems, from observation I'd say that they need to set it somehow. Seems pretty common that if you get the same SPAM call in a day, it "comes" from the same country.
In fact it's normally regional too, come to think of it, if the first one "comes from" Queensland the 2nd and 3rd one on the same day are normally "from" Queensland too. But that may be the result of cycling through all possible numbers, too.

I think tho, esp for Wangiri, it has to be a real ph #, as they would want you to phone them back, to suck as much ph credits from you, either postpaid or prepaid.
If its the fake AFP one, or ATO one, or Services Aus one, then its probably spoofed, so they aim for you to answer.

Here's one that's new to me, although maybe others have pointed it out in the 350+ pages of this thread.

Companies set themselves up as intermediaries between legit insurers and customers, paying Google to ensure that when the customer searches for their insurance company to make a claim they're directed to the intermediary.
The claim is then actually passed on to the insurer, so the claim is put in properly as far as the insurer is concerned; except that the intermediary gets the customer to sign a form (or forms) appearing to be legit for the insurer & which mean the intermediary is allowed to do all the paperwork/arranging and charges exorbitant & extortionate fees to do it.

If you have just been run into by someone in a dual-cab ute or an SUV, and you're a bit rattled & you want to start the process of dealing with it, it wouldn't be hard to believe one of the top results in your Google results was real. Especially if you're doing that on a 'phone.

Pretty straightforward, I just had to buy the iTunes cards, and the FBI would refund x2

Still working with local Woolies as apparently US$5M is more than they hold on prem at any given time
