I can see it now. Devices going off in the line because security required it turned on.

One would assume they have the power to insist that the owner turn them on rather than doing it themselves?

I guess a working phone (charged) on boarding would be less likely to be part of an explosive device than a "phone" like device apparently not working due to a "flat bettery".

It would be when you have a connection.
eg, flying BOS-xLHR-FCO. Battery goes flat on BOS-LHR flight. Can't turn it on at connection screening at LHR...
