RTW baggage allowance: Was BA check-in agent right?

I was caught up in a similar dilemma on NZ domestic last year, where the allowance was 2 x 25 kg bags, but one bag I checked in was over by 2 kg, so I had to repack and check in an additional bag (lucky I had a spare one folded in the main luggage).

SWMBO & I always pack a couple of those red/blue/white "stripey" bags from the $2 shop in our luggage. If we get an issue, we just repack our dirty washing in the stripey bag and check in through.

If that is not enough, I just keep putting on extra clothes until the bag is below the limit!! I have, on more than one occasion, boarded an aircraft looking like the Michelin man's fat cousin!

Once on board, you just simply take the extra garments off and put them in the overhead locker.
