Returning to Bungendore with Vic in lockdown

I had thoroscopic pleurodesis and pericardialcentesis (I dont know if that is the correct term) on Wednesday at Royal Melbourne and my sister came down from Bungendore through ACT the night before, so I could be discharged home (as opposed to a house with two toddler in day care). Sister is scheduled to return to Bungendore on Tuesday evening and back to usual working from home arrangement Wednesday. Can anybody point me in the right direction for information re NSW peri-ACT resident returning home during the Vic lockdown. Clearly would be transmitting Canberra airport...
 
On their Official site the ACT Department of Health says Non ACT residents can't enter from victoria.But even in QLD they will let you in if transiting immediately out of the State so she should apply for an exemption from ACT Health as she was in victoria for a family health reason.
 
Thank you Dr Ron - all on track now. I appreciate your help - I would usually be on top of this stuff but my brain is a bit tired right now.
 
I do agree that she should be able to fly to CBR if immediately travelling on to NSW in a private vehicle. At least, that was the case during the Brisbane lockdown. May need to apply for an exemption, but I'm not sure if this is needed when immediately leaving the ACT.

FWIW, if she can't fly to CBR would NSW TrainLink be another option? E.g. book the XPT from Melbourne to Goulburn (and get picked up from Goulburn)? - that would avoid the ACT.

LOL now her flight has been moved to 08:45 am tomorrow and the email was sent at 6 pm exactly time their contact centre closes...its the cynic in me that thinks they have sent this out smack bang on closing time so fewer people will resist accepting. Haven’t accepted the change as don’t think it is currently a great idea to be at home alone - and all my daughter’s family have the sniffles (not COVID) so I dont want them anywhere near me.
