Question about using Qantas Frequent Flyer points for upgrade on an issued JAL ticket

I have a JAL Business issued ticket purchased through an TA agent. SyD> HND>LHR and then return MXP(Finnair AY 1752 - Economy) >HEL( BUS)>HND(BUS) >SYD(BUS).

I was wondering if I could upgrade the Finnair air sector using Qantas Frequent Flyer points for MXP>HEL sector to Bus.

My agent doesn't think I can. Who do I approach JAL or Finnair . How do I go about finding this out. Novice with this stuff.
 
To my knowledge QF points can only be used for upgrades on Qantas flights, not partners.

There are many ways you can upgrade with Qantas, including Classic Upgrade Rewards, Bid Now Upgrades and Domestic On Departure Upgrade Rewards.
You can request an upgrade on eligible paid and confirmed tickets on flights operated by Qantas, with a Qantas (QF) flight number on the ticket. From time to time, you can also request an upgrade on codeshare flights that have a QF flight number on your ticket and are operated by another carrier.
 
QFF points can only be used for upgrades on flight operated and marketed by QF. So its must be a QF aircraft with a QF flight number to be eleigble for upgrade with QFF points. So the answer is no, you cannot upgrade an AY flight using QFF points,
 
You can possibly try buying an upgrade directly from Finnair with cash. According to them it can be done from 59 days before the flight (if available). Back in historical times they sometimes sent an email out closer to the travel date offering a fixed price upgrade. Someone else hopefully can confirm if this still happens.

Is your e-ticket a 131-xx_X, or a 105-xx_X ?

Recently we've seen a case of it allowed on a flight marketed but not operated by QF (but perhaps just an IT glitch).


Of course, this unfortunately doesn't help OP.

That one had a QF flight number, and the Qantas page does say this:
