INCLUDING THOSE DEPARTING FROM AN INTERNATIONAL TERMINAL, A
VALID AUSTRALIAN DRIVERS LICENSE OR A CURRENT PASSPORT
IS REQUIRED.
So it look like Qantas have changed this to comply with federal requirements.

Here the web page from February 2003: Travel Documents.
* Valid state or territory drivers licence (including learners permit)
.. no mention of country there.
