If you are on QF108 flying JFK-LAX and stopping in LAX, I believe you disembark in TBIT but where would you collect your bag(s), given the baggage carousels are in between immigration and customs?

I am of the understanding that Qantas does not have traffic rights between JFK and LAX only, all passesgers must connect through out of the USA...

This is correct, however the passengers don't necessarily have to connect through on the same day. Stopovers are allowed - in which case PAX who aren't connecting straight away to another flight would be able to collect their bags.

I don't know the answer to the OP's question though.

QF provide personnel to usher the stopover PAX to the ground floor of TBIT where there is a small carousel at one end of the concourse. If all else fails, follow the Cabin and Flight crew - they head to the same carousel.

Is this carousel located landside, in the public area of the arrivals floor of TBIT?

If a pax does not directly connect to an outgoing flight from LAX, does this mean they need go through immigration on arrival (as the JFK departure has outgoing immigration desks)?

There is no such thing as outbound US immigration... the US don't care if you're leaving.

The airlines transmit your departure info to Immigration. You might remember, in the old, days, inbound there was a slip (I-94?) placed into your passport which was removed by the airline when you checked in to depart the US. Now it's done electronically.

I was surprised at the lack of outbound immigration in the states!
A number of countries such as the US, UK and Canada don't have exit immigration. Departure immigration requirements are sent by the airline electronically.
