QF Stopovers

I tried searching for this but couldn't find any details that directly related to this query.

My Dad is flying (currently) a simple LHR-MEL-LHR all booked in J, via SIN (Fare classes I on the way to MEL, D on the way back). From what I am reading in the fare rules (DSA21GB) a free stopover is permitted along the way back, and the QF35/37 on the day before have D9 according to EF.
Why is it so that he was quoted from QF a £700 fare difference? (I can understand the £300 change fee yet that was a separate amount).

I would presume having the same fare class would enable an easy and cheap change. Can anyone shed some light on why this is the case and whether the call centre agent mispriced or whether I misunderstood the fares and fare rules?
