Hi thinking about booking Per -SGN with MH Basic fare, under "fare rules" it says NO enrich miles, does this mean NO QF SCs??

Likely, however you shouldn't be looking at what one program earns when you credit to another.

What a QF member earns on an MH flight won't be the same as what an MH member earns on an MH flight (or even what a QF member earns on an AA flight won't always match what an MH member earns on an AA flight).

You need to look at the QF earn tables on qantas.com to see what you would earn to a QFF account, not the MH website.

Correct, no QF points or status credits . I find it odd that it says no Enrich miles as all the fares I've bought recently including those heavily discounted have earnt enrich miles (I suspect the no enrich miles statement is a legacy issue from when some fares didn't earn). However most discount fares don't earn points or status on other one world programs.

Good advice, but probably a universal rule of frequent flyer programs is that if it doesn't earn in the program of the carrier that is both operating and marketing the flight it won't in another carriers program. I can't off the top of my head think of an exception to this rule.
