In Premium Economy you get the same SCs as you would earn in full economy and double the SCs you earn in discount economy. You will generally find that premium economy is cheaper than full economy so it is not that bad a deal. Also I don't think there are too many people that travel internationally on full economy airfares.

Ignoring the Business Class specials over Christmas, PE generally comes in at around half the price of Business, and as pointed out, not so different to full Y so SC's seem to be aligned with the price you pay.
