Yes. Although some airlines will charge a service fee, which can be hefty. Their point is if you have a fare of say 19 euros, plus taxes/levies/fuel surcharge of 90 euros then of the 109 euro outlay you'd get most back and better off than paying a base fare of say 99 euros (plus 90).
 
I am sure this whole issue is a hot topic for all the politicians sitting around in the Chairmans lounge waiting for their J upgrade working out how best to stop Qantas doing this to the poor old general public......:shock:

I dont know a federal or WA state politician who books an economy seat (where there are J seats that service the area) to require and upgrade. AFAIK, its all the way on J.;)
 
Taxes/fuel surcharges in Aust/NZ/trans-tasman are shocking. A bit OT (since paid flight) - a recent purchase had fare 66, taxes etc 176, total 242.
