I don't think you have much comeback for nicks in fabric an the like, but if that is a Delsey (which it looks like), simply get in touch with them and tell them it lost a wheel due to the baggage handlers, and that it is still under warranty. I had similar happen, and they sent out a replacement wheel (two actually, as they didn't worry about checking whether it was a left or right, and sent both). Just screwed the new one back on.

In my case, they whole thing wasn't ripped off, just the wheel removed, so the screws etc. were all there, but I am sure they would send replacement screws as well.
