I'm not aware of any specific incentives for re-joining Qantas Club if you previously had a membership that lapsed a year ago.
If your membership lapsed in the last few months, you can avoid paying the joining fee again if you purchase a membership renewal and back-date it to the date when your previous membership expires. This also works if you recently dropped down from Gold to Silver status.
