So not sure whether this is new, but I noticed that Qantas now offer flights direct to Dubai as the final destination. Didn't think this was approved yet as they could only go via Dubai as a stop over to LHR etc. Only noticed this today on their home page.

The DXB stop doesn't have anything to do with the pending ACCC approval with EK.

The op has correctly pointed put that DUbai is being sold by QF as a destination.

It has to do with traffic rights. A fortnight ago, QF wouldn't allow be to book a one way F award to DXB. Now, you can.

I believe previously, you could book DXB as a final destination in an ASA.
