So it doesn't matter if I was on an AY ticket and travelling a CX flight from HKG to SIN to transfer to AY flight I still pursue CX for their delay to get me to AY flight from SIN on time? One PNR.

This thread is about baggage... if AY carried you to your final destination and the bags didn’t arrive, you go after AY.

If this is an issue about a late arrival of a connecting service (CX delivered you late to SIN to connect to AY), then CX should have sorted out how to get you to HEL. But you could either go to CX or AY in this case (just in case AY had already rebooked you).

If this was an issue on EU261, that won’t apply here.
