Whenever I've booked tours I generally take a look at the Qantas site. Figure I might as well earn some points for doing activities I was going to do anyway. I also love that they use Viator. Find them very reliable with good tour operators. Unfortunately the Qantas site thinks Nelson and Blenheim don't exist! 
So much for the new partnership...
Anyway I did a quick google search and see IHG allows you to book activities with Viator and earn points with IHG, AND they know where Nelson and Blenheim are!
Are there any other main loyalty programs anyone is aware of where you can accrue or eventually transfer points for tours/activities??
Actually it looks like you can collect Avios Tours & Activitiesalthough I don't use that program.
