Points earning CC with lowest minimum income requirement

Want to arrange one for my younger sibling who is studying so does not have a high income. What would people suggest?

Tempting to give her a supplementary off mine and take the points, but figure it might be better to make her solely responsible for it.

ANZ FF card has a minimum of $15k. Citibank classic is $25k. Not sure about any others
