Pay bill through Paypal by using Amex card, but still only receive 0.5 rewards points

I know in the past paypal does allow the companies to restrict payment methods, and I just got told that again as i called Paypal support. Paypal level 1 support on the phone reckon there is not restrictions or limitations being applied on my account and it must be an issue with the seller but I am still going to dig into Paypal more as NRMA insists they are not restricting any of the payment methods. So maybe its some imbedded issues with my paypal account that only started recently. As I was able to pay my parents home insurance with nrma via paypal and Amex only back in late jan. So if NRMA insist they havent changed anything its some odd issue with my account but yet sydney water is showing all methods. I reckon though paypal must have different options and perhaps some option that nrma use for paypal payments is not working with my account right now.
IME, merchants can restrict the payment methods available. I can't immediately point to any examples I've come across but seem to remember that historically, many merchants didn't have AMEX as an option via PayPal but the other methods including MC & Visa were available. I think more recently, AMEX (and I believe Diners) have been commonly available.

I hope I'm wrong and it's just an issue with your account @lonewolf please let us know when you've found out definitively.

I think i have figured out the problem, Basically paypal support were hopeless, i spent a couple of weeks with their facebook, online chat, and phone support and they still basically just said give it a few days and it will fix itself. In the end i tried a few things and it seems if i have my citibank diners / discover card linked / attached to my wallet, then some sites for payments dont show ANY of my cards besides my bank accounts. The minute I remove the Diners/ Discover card from my wallet, then all my other cards show up as payment methods. I cant test this on nrma as i have already paid all my bills (with my mastercard and got less points :( ). But i think that was the issue with my nrma payments as well.
Whats interesting is, this only affected some payment sites and not others like Sydney Water.

I have just tried to pay a Medibank bill using Auspost/Paypal, and Paypal only comes with my bank account. Then I logged into the wallet in Paypal and have noticed that all cards have a link to "Confirm your card". Need to wait a few days for the verification codes to come up on the statements.

Maybe it's a change at Paypal's end and nothing to do with having the Diners there.

so diners is to blame! :p

haha, I think its paypal and how they have done the restrictions for payments, as it still works for sydney water. But not for some other sites. I am not asked to confirm anything on any of my cards as i had confirmed them all previously. But i know when i did try to confirm the diners club previously it had issues but the last couple of times i removed and added it, it confirmed fine. Maybe paypal is doing some security changes.

I had exactly the same experience!

I can also confirm that the Citi Diners is the culprit. Once the card is removed from the Paypal wallet, I can see all the credit cards again when paying the Medibank bill via Auspost/Paypal.

Such a weird issue, Paypal needs to take a look, or its something to do with Citibank and how they deal out the Diners cards?

Yeah, so it's like I can add the card, but will never be able to use it!

Does this problem also occur with Diners’ ‘direct’ issued cards rather than companion Citi cards? I know they’re both issued by CIti in Australia.

Except like i mentioned i noticed on a couple of sites, all my cards still came up. I havent tried making a payment with the diners, but the issue is i will never keep it in there if majority of sites all the cards get blocked with it in there. It seems to be some weird combination of the card and paypal and what options / restrictions the sites have picked.

The citi diners companion card has always been problematic with Paypal, no idea if the Diners direct issued cards have the same issue, I doubt it otherwise i presume paypal would have fixed it by now.

Can you use Sniip, PayPal or another such platform for $$ transfers from an Amex card to someone else's account, via their name, BSB and account number?

There is EasyBillPay but that’s $25/month.

There are a couple of other services which let you do it but will want to see an invoice for at least the first payment to make sure it’s a ‘business’ payment & you need to have an ABN to sign up.

SNIIP = BPay only
YAK PAY you can pay anyone as long as they have a Bank account.
If you were happy you could probably keep paying yourself ( wife etc ) if short of points and keep recycling the funds.

Just be aware it does cost money so the points need to be worth more to you than what you're paying to "manufacture" them. Also YakPay are a B2B service (you need an ABN to join) only as AFAIK so your "wife" would need to be another business and would need to issue you an invoice as they might randomly ask to see it.

And you are not allowed to pay yourself or any entity directly related to you. from the FAQs:

What can’t I pay?

There are certain types of payments which are not allowed. Our service cannot be used to pay yourself (subsidiary or related entity) and there are also certain banned industries. Refer to our Rules of use for further details.
