So, it is checkin staff or contracted security people at checkin who usually insert the sticker after asking Q like “did you pack your own bag”?

Underneath the date there is a wavy cutting which separates the sticker into 2 parts - what is that for?
 
I'm just guessing, but maybe if the check in agent doesn't see a sticker, a code is either entered, or something is not entered, that causes at the immigration gate, the pax to be flagged and the process is done there.

Or it may have all just been a coincidence :)

At BNE Intl there is only one checkin counter for J & another one for groups, crew bags for operational crew so CSA's don't have the opportunity to do the passport check like they used to as there are now auto bag drops.

Once pax have checked in at the kiosks or with a CSA on the floor they proceed to the bag drop line for USA pax where security staff interview them & put the sticker in their passports.

I believe the next opportunity for security to check if you have the sticker or not is when you get to the gate and they check your passport and boarding pass. If there's no sticker you then get the interview.

Security ppl put the sticker in your passport. The only thing CSA's used to do is put the SSR comnents in the checkin system depending on the sticker.

If pax had the full sticker there was to nothing more to do if they only had the half sticker (the bit removed beneath perforation under the date)
they'd get pulled up at the gate for secondary screening.

It is security staff contracted by the airline who put the sticker in the passport. Security staff will ask questions like "why are you travelling to the USA", "where are you staying", "why are you doing those activities". If this doesn't occur at check-in, it will then be done prior to boarding. This first interview is to determine if the person needs secondary screening at the gate. Colour of the sticker changes daily.
