Parcel & customs in England

I sent daughter b/day parcel to England through international post. She's told me she has to pay customs. Contents was a bracelet, valued $150; bond underpants, value $110; Cadbury & rocky road chocolates, value $40.

I sent ugg boots few years ago, she tells me she paid customs.

You used to be able to tick postal docket as a gift, which both parcels were. I don't see that option anymore.

Is the custom charge due to clothing or footwear. Moral of my story, amazon gift card.
 
Anything over about GBP10 will be subject to VAT @ 20% of declared value.
 
I've come across this problem in the last few years, when sending presents back for family. Unfortunately this means that I now buy online and have it delivered from the UK as the cost of postage and customs was undermining the thought behind the gift.
