Recently completed our OWA - all in J - which included a stopover in LIM. Flew in with Iberia and out with AA. When we fronted at the Sumaq Lounge prior to departure - which is listed on the OneWorld website as the relevant lounge - we were turned away because "the contract with American Airlines had expired and hadn't been renewed".
Should we have been provided access?

The Sumaq lounge was and still is used by Latam and did give access back in the day to OW elites so we got to use it. As they have left OW it would be up to the individual OW airlines to negotiate access.
